I've been building websites and internet software for clients for about 7 years now. Web design can be a little frustrating at first, but as soon as you get used to it you'll be glad you learned how to do it!
Web design is pretty easy to learn - programming isn't. There's a whole bunch of things you need to keep in mind, but I won't go into them here.
So...software!
I started out using Microsoft FrontPage, but never really liked it. It's easy to pick up and learn, but it messes with your HTML code (which used to ruin some old hit counter tracking code I used to use), and for the "tricky" bits it puts in (such as glowing buttons) it needs extra bits of software running on your web hosting server called Frontpage Extensions. Not all hosts offer this, and some actually charge extra for it.
I use Macromedia Dreamweaver. Its pretty expensive, but thats because it IS a professional software package. This is what the pro's use in most cases. It's a little bit harder to get into, but once you've learned it you'd never look at another web design software package again.
